3. In line with economic activity, employment growth started to lose momentum in the second half of 2008 after strong dynamics and is expected to weaken further in 2009. The unemployment rate is expected to have fallen to 4,5 % in 2008, and to increase in 2009. Current indications suggest a rise in unemployment in export-oriented and labour-intensive services that will mostly affect workers on fixed-term contracts (mainly the young and foreign workers) and low skilled.

The policy areas in the Slovak NRP where challenges need to be tackled with highest priority are: increasing expenditure to education, R & D and innovation; improving the regulatory environment; tackling long-term unemployment; completing the reform of the education and training system and raising its quality in line with labour market needs.
